Educational Qualifications (Essential):

  • Master’s degree (or equivalent) in Development Studies, Climate Change & Sustainability, Environmental Science, Social Sciences, Business Administration (with specialization in Development Management) or related field.

    Professional Experience (Essential):

  • Minimum 7–9 years of relevant experience in programme development, partnership management, and donor engagement, preferably with national or international NGOs, UN agencies, or development foundations.
  • Proven track record of designing and managing multi‑million USD/GBP projects in areas such as climate resilience, renewable energy, community development, or women/youth empowerment.
  • Demonstrated success in securing institutional funding, including full proposal lifecycle.
  • Experience building and managing multi‑sectoral partnerships with government bodies, private sector corporations and academic institutions.
  • Strong MEAL expertise; designing logical frameworks, establishing baseline indicators, conducting evaluations, and integrating learning into programme design.
  • Ideally, in‑country experience in Bangladesh and familiarity with local regulatory frameworks.

    Technical Skills & Competencies (Essential):

  • Strategic Planning & Analytical Thinking: Ability to synthesize complex data (political, socio‑economic, climatic) into actionable programme strategies.
  • Proposal Writing & Budgeting: Excellent command of donor formats (logframes, results frameworks, detailed budgets), including cost‑recovery calculations and risk assessments.
  • Partnership Cultivation: Skilled negotiator and relationship builder with high‑level government officials, embassy representatives, corporate partners, and multilateral donors.
  • Programme Management: Proficient in managing the entire project lifecycle (design → implementation → MEAL → close‑out) with sound understanding of PCM best practices and quality standards.
  • Monitoring & Evaluation: Familiarity with quantitative and qualitative data collection tools and results‑based management.
  • Financial Oversight: Ability to interpret monthly financial reports, detect variances, and guide corrective actions in coordination with finance teams.
  • Safeguarding & Compliance: Working knowledge of child protection and vulnerable adult safeguarding policies, fraud‑risk mitigation, and anti‑corruption measures.
  • Communication & Advocacy: Strong written and oral English proficiency for drafting compelling policy briefs, donor reports, and advocacy materials. Fluency in Bengali to engage effectively with community stakeholders.
  • Digital Tools: Proficient with Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace, project management platforms and basic familiarity with CRM/ERP systems for grants tracking.

Responsibilities & Context

  • Overall Purpose

The Lead – Programme and Partnership Development steers The Earth’s programme portfolio and partnership strategy to ensure alignment with organizational goals and donor requirements. This role encompasses:

  • Strategic Programme Leadership: Developing, refining, and implementing The Earth’s multi‑year programme strategy – particularly in climate action, renewable energy advocacy, youth and women’s empowerment, and community resilience.
  • Grants Management: Leading the full cycle of grants from acquisition, compliance, contract negotiation, reporting, donor relationship, and close-out. Ensuring that grants are tracked, managed and reported in alignment with donor expectations and internal quality standards.
  • Partnership & Donor Engagement: Cultivating and managing relationships with national and international donors, government bodies, private sector actors, and civil society networks to secure and monitor funding.
  • Project Lifecycle Management: Overseeing project design, proposal development, budgeting, implementation oversight, MEAL (Monitoring, Evaluation, Accountability, Learning), and donor reporting across all active initiatives.
  • Team & Capacity Building: Providing leadership, mentorship, and performance management to programme and partnership staff, fostering cross‑functional collaboration.
  • Compliance & Quality Assurance: Ensuring all programmes adhere to The Earth’s quality standards, donor regulations, government requirements, safeguarding policies and financial controls.

    2. Key Responsibilities

    2.1  Strategy Development & Portfolio Management

  • Lead the formulation and periodic revision of The Earth’s Programme Strategy, ensuring alignment with our mission to accelerate sustainable development, climate resilience, and youth/women’s empowerment.
  • Collaborate with the Executive Director, senior leadership team, and Board to set annual and multi‑year targets, KPIs, and budget forecasts for the programme portfolio.
  • Conduct situational analyses (e.g., political, socio‑economic, climate vulnerability) to identify emerging opportunities or risks, and advise management on strategic pivots or expansions.
  • Gain stakeholder buy‑in for new thematic areas such as climate entrepreneurship, green tourism, circular economy by drafting concept notes, strategy briefs and policy position papers.

    2.2  Programme Design, Proposal Development and Grants Management

  • Oversee the end‑to‑end proposal lifecycle; drafting concept notes; developing detailed proposals, logical frameworks, and workplans; budgeting and obtaining internal approvals.
  • Lead on identifying funding opportunities from bilateral, multilateral, philanthropic, and private sector donors.
  • Coordinate cross‑departmentally (Finance, MEAL, Communications, Field Teams) to ensure proposals are technically sound, financially realistic and compliant with donor guidelines.
  • Ensure grant deliverables are met on time and within budget; oversee financial tracking and risk mitigation plans.
  • Lead proposal reviews and integrate feedback from Technical Advisory Panels, donors, and internal stakeholders.
  • Manage the pipeline of Institutional Funding, ensuring timely submissions and reporting of progress to the Executive Director.
  • Serve as the primary focal point for donor audits, due diligence assessments and grant reporting.

    2.3 Partnership & Donor Relationship Management

  • Identify, cultivate, and maintain strategic partnerships with Development partners, Government entities, Private sector actors, Academic and research institutions.
  • Prepare high‑level briefs and presentations for donor visits, partner steering committees, and inter‑agency forums.
  • Ensure due diligence on all prospective partners (e.g., capacity assessments, safeguarding checks, risk analysis) and negotiate Memoranda of Understanding (MoUs) or grant agreements.

    2.4 Programme Implementation & Quality Assurance

  • Provide oversight to all active projects to ensure timely execution against workplans and budgets, compliance with donor agreements, grant conditions and government regulations, Integration of gender and youth empowerment metrics throughout programme cycles, regular field visits for monitoring, mentoring and troubleshooting implementation bottlenecks.
  • Chair or co‑chair Project Design Meetings, ensure technical alignment with in‑house and external technical experts.
  • Liaise with the Grants & Finance teams to review monthly expenditure reports, identify budget variances, and take corrective actions.

    2.5 Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Work with the MEAL Coordinator to develop and refine thematic and project‑level indicators.
  • Oversee the roll‑out of baseline, midline, and endline assessments, ensuring gender‑sensitive data collection methodologies and participatory approaches.
  • Support internal and external evaluations, learning reviews, audits, ensuring that recommendations are systematically tracked and integrated.
  • Ensure compliance with donor reporting schedules, including narrative and financial reports, and that donor feedback is captured and addressed promptly.

    2.6 External Representation & Advocacy

  • Represent The Earth at high‑level forums, multi‑stakeholder meetings, donor roundtables, government consultations, and climate/climate governance conferences.
  • Co‑draft policy briefs, position papers, and advocacy notes for national and regional dissemination on topics such as renewable energy policy, clean air legislation, gender‑responsive climate action, and youth engagement in SDG processes.
  • Engage with media partners (print, TV, digital) to highlight The Earth’s impact, campaigns and success stories of youth‑led climatepreneurs.
