Responsibilities & Context
The Project Engineer, Infrastructure will be responsible for the design, planning, implementation supervision, and quality assurance of all infrastructure components under the HDC project—including Primary Health Centres (PHC), Integrated Community Centres (CC), Training Centres, Shelters, Site Development (drainage, access roads), and Wastewater Treatment Plants (WWTP). The role will ensure timely execution of activities with technical accuracy, compliance to safety and humanitarian standards, and value for money, while coordinating closely with other teams, contractors, and relevant government bodies.
Design, Planning, and Documentation
- Prepare architectural and engineering drawings (AutoCAD), structural designs, and BoQs/Cost Estimates for all proposed facilities
- Develop technical guidelines, SOPs, and monitoring tools (e.g., checklists) based on national and humanitarian standards
- Prepare tender documents, technical specifications, and feasibility reports for infrastructure packages
- Support the preparation of detailed implementation plans (DIP), work schedules, and timelines for infrastructure components
- Conduct site assessments, water source testing, and pumping test analysis as needed
Construction Supervision, Quality Control, and Compliance
- Regularly monitor construction and rehabilitation work for quality, design conformity, and adherence to timelines
- Ensure compliance with environmental, safety, and humanitarian standards in all construction activities
- Verify progress and quality of contractor work on-site and recommend payments based on performance
- Coordinate and conduct field-level supervision for shelter upgrades, site improvement (e.g., roads, drainage), and public facility construction
- Provide technical support and corrective guidance to contractors, field engineers, and community construction teams
Coordination, Capacity Building, and Reporting
- Liaise with CiC offices, RRRC, LGED, DPHE, and other sector actors to align on designs, approvals, and site-level coordination
- Build the capacity of field teams and contractors through regular trainings on construction quality, safety, and maintenance practices
- Lead operation and maintenance (O&M) orientation sessions for user committees (e.g., WASH, Health, Shelter groups)
- Monitor infrastructure budget utilization and prepare financial forecasts related to construction works
- Submit weekly/monthly progress reports and flag implementation risks or design changes to the supervisor
Safeguarding Implementation
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
