Responsibilities & Context

The Senior Technical Officer, Infrastructure will provide hands-on technical support for the implementation and monitoring of all infrastructure-related activities at the field level. Working under the guidance of the Project Engineer, the role ensures day-to-day supervision of construction works—including Primary Health Centres (PHCs), Community Centres (CCs), Training Facilities, Site Improvements, Shelters, and Wastewater Treatment Plants—ensuring they are delivered according to design, timeline, budget, and safety standards.

Field Implementation and Supervision

  • Oversee and supervise daily infrastructure construction and rehabilitation activities at assigned field sites
  • Ensure construction works follow approved drawings, designs, BoQs, and technical specifications
  • Monitor contractor performance, workforce deployment, and quality of materials used at each construction site
  • Conduct site-level layout marking, excavation checks, and construction milestone verifications
  • Maintain a strong presence at all active construction sites to ensure safety and technical compliance

Quality Control, Documentation, and Reporting

  • Conduct regular site inspections to ensure work is aligned with BRAC’s engineering standards and donor requirements
  • Support in preparing daily site reports, weekly progress summaries, and photo documentation for all ongoing construction
  • Assist in verification of work completion and preparation of measurement sheets for contractor payment processing
  • Maintain accurate records of construction progress, material usage, and field correspondence
  • Identify technical issues in the field and escalate to supervisor with suggested solutions

Coordination, Community Engagement, and Capacity Building

  • Liaise with site-level stakeholders including CiC offices, contractors, CCCM agencies, and community representatives
  • Engage with community members to provide technical guidance during community-led construction
  • Coordinate with logistics and procurement teams to ensure timely delivery of materials to construction sites
  • Provide basic training and supervision to masons, laborers, and local construction teams on technical specifications and safety practices
  • Participate in infrastructure-related coordination meetings at the camp level

Safeguarding Implementation

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
